The Review of the Planning System in NSW has entered its second and primary consultation phase. The Issues Paper was released in December 2011 and contains a list of over 300 questions for consideration. Submissions were due by 2 March 2012. The issues paper is divided into the following sections, each with accompanying questions:

Chapter A. Introduction

Chapter B. Key Elements, Structure and Objectives of a new Planning System

Chapter C. Making Plans

Chapter D. Development Proposals and Assessment

Chapter E. Appeals and reviews; enforcement and compliance

Chapter F. Implementation of the new planning system

Broadly speaking we will be following this structure for consultation with Greens members and local councilors for the review of planning. Chapter D contains much of the detailed day to day issues for development assessment so a number of sessions will likely be necessary to consider this.

 

Workshops and general consultation

It is considered that given the detail of the issues paper and the specificity of many of the questions that workshops may be a useful way of canvassing and discussing some of the most relevant issues. It is intended that workshops will be relatively short (1-2.5 hours) and directed towards the areas where there are most likely to be differences of opinion and approach within the Greens.

It is planned that each chapter of consultation will operate as follows:

– Relevant chapter material and questions to be circulated by this office two weeks before each workshop

– Briefing to be circulated by this office one week before each workshop

– Email and hard copy responses welcomed up until the day of the workshop

– Workshop held in NSW Parliament – attendance in person and by phone

– Comments from workshop, email correspondence and phone contact gathered together to prepare that part of the submission from David Shoebridge’s office. This to be circulated as soon as possible for the information of all involved.
